You will not find a purebred Maltese under $400, or any purebred, from a reputable breeder. Your best bet is to check for Maltese rescues in your area, you can sometimes find purebreds under $400, or you should settle on a mixed breed from your local shelter.Are there any baby, female Maltese for sale in Bergen County, NJ?
$400 will barely cover the initial supplies and first vet check FYI....
